hI don't now arduino and i want create a Microsoft .NET software that send an alarm with a phone dialler, is it possible? Can you hlep me?

There are cell phone shields that attach to the Arduino that let it send text messages and make calls. Sparkfun has several. I'm sure that there are many others.

Once the call has been dialed, I don't know how you are going to make the Arduino deliver a message. You might be able to add a mp3 player shield, and play one of several pre-recorded messages, I guess.

Voice synthesis is a little beyond the capabilities of the Arduino.
