You mean that is NOT working with Win8.1?

What version Ide are you using? What board type are you using?

Most common problem using Win 8.1 is needing 'signed' usb driver for the board type you are using. only the newer IDE have such drivers for newer board types.

Then you are simply not following the instructions correctly. Reinstall the proper drive for the Uno board and all should work.

u need to do some settings
go to device manager of ur pc and update usb drive which arduino is detecting
