Does anyone have the Zero PCB layout file? I can open most any format. Thanks.

It is always said, that the Arduino boards are open hardware,
and therefore you can find EAGLE files on the referring product pages (e.g. for the Uno)
Is the Zero not "open hardware" ?
I only see a PDF schematic here, apparently designed by Atmel

No, if the sources are not available, then it is not open source, by even the most basic definition.
Unfortunately, the term "open source" is now so widely abused when applied to hardware it is now completely meaningless.
ETA: OTOH, the sources for M0 are available, at http://www.arduino.org/products/arduino-m0
