ArduinoUNO programmer not responding

I am working on a project for a class.

I am trying to burn bootloader and I followed instructions provided (Followed the picture on the right under: Circuit (targeting an AVR on a breadboard) )

What to do? This is annoying. I even tried resetting my Arduino, but nothing worked.
