Yes, they should be usable as normal I/O pins. The PWM is an additional functionality they have. Is there an Arduino 101 section? The main forum sections have almost no discussion of the 101 (I would say the 5 sections at the top of the board are about 75% AVR, 10% SAMD, 15% other (mostly esp8266), with essentially no discussion of the 101)
