You can calculate/derive what you need in terms of processing power from that detailed requirements.

#1 is something you can buy and attach to the helmet, no need for an arduino
#2 is something you can buy and attach to the helmet, no need for an arduino
#3 is something you can buy and attach to the helmet, no need for an arduino
#4 is a new technology.
since the only part you want that you cannot buy off the shelf is #4, I would offer that you should work on that part.
see if Google will sponsor your efforts and give you access to their voice recognition technology. then, you could have the speaker in one place talk into a microphone and then use the google voice recognition turn that into words, then use google translate to change to a different language.
there are tons of free software that can then speak the words that are translated.
as a side note, it would be fun to listen to a tour guide with such technology.....
