( ASK ! ) Can the arduino uno (8u2) is used to program the atmega?

I have the Board arduino uno smd. I intend to enter a hex and eeprom program into an atmega 8515-4 PU.Can do the arduino in use in order to enter the hex program and eeprom to them?
The atmega used with an 8 Mhz external crystal
If it could, I beg anyone help me for his tutorial,cabling... etc

You just have to use the appropriate pins of the ATmega 8515 which correspond to Arduino pins in the picture.

I made the circuit above solderless breadboard. I connect a cable from the target to the arduino Board. Pin 6 to pin 1, pin 7 to pin 12, 8 pin to pin 11, pin 9 to pin 10. From pin 9 on the target I put resistors 1 k > 5 v ... ... to crystal I am using 8 Mhz (long Version/high) and two capasitor 18 pF. I connect the capasitor to pin 20 (Target) > grd ( uno ) ... is it true?
