I am using arduino as isp. I have checked the wiring multiple times, still no luck. I have a feeling it might be a clock problem because I have no crystals with me right now. It might be running a 16mhz bootloader, but if anyone knows a different problem please let me know.

Only 0xFF when reading means shortage on ISP, only 0x00 means no response from target.
Clock source must be. If you have no crystal, you can substitute it by clock signal from Arduino as ISP.

in post #5, then pin 9 on ISP Arduino to XTAL1 on ATmega.
