Atmega2560 with resonator or Crystal Oscillator

I seen a lot of relative topics, but still have question. I made a pcb with atmega2560 and didn't draw attention on the clockk source and just used HC-49S with two 22pF capacitors and got the following problem:
When I connect my pcb to PC it always doesn't work. It starts work only if I switch-off-on it after N times.

Also firing a bootloader was a problem, cos I got wrong id, but eventually i did it.

The crystal may not be starting up fast enough....Put a 1M ohm resistor across XTAL 1 & XTAL 2 to help balance the internal MCU oscillator circuitry.
