ATmega328P requires reset after power cycle.

I’ve created a PCB with a couple sensors and am using a ATmega328P to read the data from the sensors and print the data to Serial. (Schematic below) I’m using a Atmel ICE for programming. I burned the boot loader using the Arduino IDE with the board set as Arduino Nano, processor ATmega328P. I then use Upload Using Programmer to load the sketch. The program and the board are working until I power cycle. Nothing comes out of the serial pins (checked with scope) until I manually reset by jumping the reset pin to ground. Everything I’ve read says this points to fuses not being set properly. I have verified with Atmel Studio and everything looks right. (screen shot below.)

I have also tried Export Compiled Binary and used Atmel Studio to flash the chip with no luck. I’ve also tried importing the Arduino sketch into Atmel Studio and flashing that way with no luck.

Any ideas?

Fuses are wrong for a processor with no bootloader.
