Does anyone know of a Hex Loader that will support the ATMEGA328PB? If not, would one of you be willing to create one on a contract basis?

Optiboot and AVRDude both support ATmega328pb.
You can get it all packaged up for use with Arduino in MCUDude's MiniCore
If you've built a 'bare' 328p, then you need some kind of programmer for it. Another uno can be used and there are lots of 'cheap' programmers out there...
For just loading a hex file in Atmega328PB I use Avrdudess in combination with a USBASP stick.
Even if you tip the maker of AvrDudess you will be set up for less than 10 Euro.
