This may be anecdotal, but there seem to be any number of examples of ATmega328P MCUs running at 16MHz and 3.3V with scarcely a complaint. I've tried it a few times and not had a problem either. Although I believe very strongly in following all recommendations in the datasheet, this is still an interesting thing to try on a test basis as I think it tells us something about robustness.
