I have just started playing with arduino ide after using avr studio a while back. I have a bunch of attiny2313-20pu with external oscillators that i would like to run at 20mhz am i correct in saying that i will need a attiny2313at20 bootloader? and if so is that one available?

You could program it via ICSP, in which case you don't need a bootloader.

You'll save yourself a lot of time and effort if you program it directly with a $8 ISP programmer.
(Which coincidentally use a Tiny2313...
