Lots of "its Arduino's fault" but the rest of us are not seeing it !

I do this for free and wont work with somebody who cant tell the difference between emphasis on a word and shouting.

As for IT guys...I know some good ones and some I would not let near a keyboard.
Have multiple windows boxes here specifically for Arduino testing and have not seen this type of problem despite my wilful mistreatment of these boxes with IDE's in and out.
Yes I do hold a few IT tickets myself and have done big roll outs for "Home Depot" etc. so I have a little understanding of computers having been first published in the early 70's for a computer program.

Locked files tend to be an indicator of either a low level access eg plain Jane user or something much worse. (does that sound like a broken record in here)

Putting my money on something worse.
I have a step through for that too but it would probably be wasted here.

Im OUT pending the OP calming down.
