AVR ISP Programmer problems with win10

hi all

I have drivers installed but getting this message when i try to us my usbasp programmer

avrdude.exe: warning: cannot set sck period. please check for usbasp firmware update.
avrdude.exe: error: programm enable: target doesn't answer. 1
avrdude.exe: initialization failed, rc=-1
Double check connections and try again, or use -F to override
this check.

It is not connected properly. Recheck wiring; use multimeter in continuity mode to check all connections, make sure theyre not loose.

The sck speed warning is spurious. Second error indicates that the it is not properly connected to a working processor.
