Well, I using a 16Mhz crystal oscillator. I removed it from the circuit and made the programming changes to use the ATMEGA internal oscillator (8MHZ), but the write error continues.
You have to keep the crystal attached until AFTER you set the fuses to use the internal oscillator. If it is set for a crystal and the crystal is not installed... No Clock. Therefore, no serial programming.
