I've already tried a different cable and a different port. It still gave me the error.

There are two possibilities: 1. The ATmega16U2 has forgotten its purpose. Using FLIP to reprogram it may solve the problem. Using ISP to reprogram it may solve the problem. 2. The ATmega16U2 has been damaged.

For anyone still having this problem it might be in your best interest to just buy a new board. I got a new one for $15 on Amazon and the error is gone.
