How can you calculate the battery charge percentage in a lithium ion battery with a multimeter. If possible how can it be calculated. And how do you charge a lithium ion battery without any special charging boards.

I think you mean the OFF-LOAD voltage i.e. disconnected from any load. That gives a reasonable approximation to charge level but when the battery is under load its voltage is very dependent on the amount of current being drawn by the load.
And OP, lithium batteries are fussy about charging. If you have a voltage and current controlled laboratory poer supply and know what you're doing you can charge them. Otherwise you use a proper lithium charger if you don't want your house to burn down. That's bare lithium batteries.
Some have charge controllers fitted in the battery but again you need to know EXACTLY what you're dealing with.

Why do you want to charge the battery without a proper charger ?
