If the charger voltage is very dirty, 10nF is far to litte cap. Use 10+ uF.
Ensure a stable reference voltage to arduino.

Thanks for the reply. I tried 100uF in parrellel and added some inductor with a core(taken from computer SMPS). Still no change. If I am using a multimeter, no change in value. Please help
