I'm new to arduino and i wanted to control a motor with the l298n module and some 18650 batteries lying around. Would i need any form of protection like a fuse to prevent a short circuit of the batteries?

If you have to ask, then absolutely, a fuse would be a good thing.
Probably should have the battery protection circuits for the batteries as well as a fuse. The protection circuits will protect against over-voltage, over-current and over-discharge. Do a search for "18650 batteries protection cirduits" for information on protection circuits.
A fuse won't prevent a short circuit, but if there is one, the fuse might prevent a fire from starting.
