charger: depends on what you get. I am sure there are chargers available that will do 1, 2, 4 batteries all once.
Sellers: can't help you out there, keep looking, I am sure there are suppliers who carry a lot of what you want that don't originate in the US. Several UK based suppliers have been mentioned in the forums for things like the regulators.

The regulator has a dual voltage output. When built with the SMD regulator
the Iq is 900nA (2V output). For the TH regulator the Iq is apx 15uA (2V).
When the uC is in sleep mode the voltage can reduced to achieve the low
currents. The current is very low when the regulator is set to 3.3V out.
I do not recall the values.
For batteries a 3.7V Li-ion and a 3.3V regulator provide an efficient
combination.
