I have some fifth graders interested in programming with Arduino. What is the best, and easiest, language/interface for them to use for basic Arduino programming?

You will probably want to use Arduino Uno Rev3's, which can be bought at any electronics store worth your time.
You should have them try this tutorial, and then have them change how long the light blinks for within the code by changing the number of milliseconds in the parameter list of the delay function.

That a place sells Arduinos does not necessarily make it worth your time. After all, Radio Shack sells Arduinos. No one at my local store knows what the hell they are, or how to use one.
