I've never done toner transfer before, but it would seem to me that if you could turn up the toner density on the printer to as high as it will go, you could use regular paper. I doubt you have that control at a printing business, but for home use, it should work.
I wonder how hard it would be to modify a laser printer to accept PCBs directly instead of printing to paper first... The paper path would have to be perfectly straight.
