What is the best way to attached the following LCD to an enclosure.

Is it glued on or screwed on the face of the enclosure?

Best way, not sure, but I'll attach an image shortly.
I would suggest a cut-out for the whole of the black plastic part, then screws/bolts
for the 4 corner holes, using some sort of spacers to keep the circuit board from
touching the front panel itself (probably need some clearance for the connecting
wires where they solder to the board).

SO I guess the LCD is kind of recessed behind the face of the enclosure?

use 2 nuts so you can adjust the LCD to the case surface.
Edit:
you can always offset the screw to the edge of the PCB Material as needed.
If you use epoxy, lightly sand the surface prior to adding the glue.
