can we power arduino using a 110vdc battery while the battery is consuming an power?
Directly, of course, not.... because the maiximum arduino supply voltage is not exceeded 20v (depending on board).
You will need some kind of power converter to use the 110vdc battery.
Try a cellphone charger with USB socket.
Univeral voltage mains power supplies should also work on DC.

Welcome! NO! Please rewrite your question, batteries normally only consume power when charging. You are talking about either 55 OR 28 cell battery depending on chemistry. This can presumably be very large. Can you post some pictures and possibly a preliminary schematic of your concept? More details about the battery and its cpacity.
Thank you for all the response, i appreciate it.
hello, what kind of power converter do you think that we can use?
we want to show on the lcd the voltage that was inside the battery. If we use Mini Ac-dc Converter, Ac 110v, 220v To Dc 12v 0.2a+5v Module Board. I want to be clear, if we use it can we now detect what voltage does a battery contain and if the battery dies or out of power can we still know about it?
A link to the module would be more useful, and a requested picture of the battery.
That will only power the Arduino.
To measure that voltage you need a voltage divider to bring that 110volt down to the level of the Arduino you're using (did not say).
