Hi, I am planning to use BLE Beacon on pet and measure distance between arduino and the pet based on which open the door say when pet is about 5 inches away from door. How can I do this.

Basically you can't and never will be able to. A proximity detector is just that, not a measurement device.
How about IR transmitter and receiver OR Ultrasonic transmitter and receiver
Yes, those work by measuring the time between pulse generation and receiving the echo from that pulse. That computes to a distance.
Things that you might want to try:
Get your cat chipped and use a door that detects the chip
After you’ve pushed the cat through the flap a few times it will get the hang of it .
You could hang a magnet around the cats neck or teach it to press a button and design your own door
If you are sensing when any cat is near the door , you might as well leave it unlocked and let yours and everyone else’s cat in .
