Hi,

I just bought an Arduino with the HC06 bluetooth controller, can this use BLE?

No. I am 99% certain. Get a HM-10 if you want BLE.

BLE is entirely a different player in the wireless IoT market being low energy it's h/w + s/w stack has been designed from upside down to be compliant with low power consumption, Although you could change the internal BLuetooth stack but even then it will remain a Classic Bluetooth system 2.1 + EDR or 2.0 or 3.0 etc nothing lowpower there , atleast 18mA of current while Txing.
