I understand this may be a little stupid but I need a bluetooth receiver so I can use a game controller with my PC and I was wondering if I could use Arduino to make such a thing?

Time to rethink your options.
A dongle costs about $3. Using an Arduino to do this would be a serious waste of money - and your credibility.
