Board manager problem

In Board manager getting following message

Error downloading https://downloads.arduino.cc/packages/package_index.json

First question is if you can access that url using a browser?
If yes, the second question is if you are in a corporate environment or are using a corporate computer where web access can be blocked at the application level?

Thanks,yes I can access at the url using browser,my pc is in my private house

I found solution : in the preferences menu the url :https://dl.espressif.com/dl/package_esp32_index.json
work fine
