Please, carry out the following steps and then report the results:
1. Connect the UNO with PC using the USB cable that has come with th kit.
2. Check that power 'ON' Led is active.
3. Go to the following path:
start ---> Device Manager ---> Ports ---> Arduino UNO (COMX)
Are you getting message something like or similar (USB-SERIAL CH340(COMX) of Step-3?

My Windows 10 device manager is not showing "Ports" .
You might be using a damaged, defective, or charge-only USB cable. Try a different one.
Make sure the USB cable is fully plugged in to the Uno and computer.
If you have any external circuitry connected to the Uno, try removing it to see whether the problem goes away.
If you don't have one of those nifty plastic bases, make sure the Uno is not sitting on any conductive objects that might short out the contacts on the bottom of the board.
If the Uno is plugged into a USB 3 port on your computer, try a USB 2.0 port or connect a USB 2.0 hub between the 3.0 port and the Uno.
