I have a new UNO R3. When I connect it to a windows 7 desktop machine the power led lights green and the led on the board near pin 13 flashes orange but the OS doesn't recognize the existence of the board.
I have tried 3 separate usb cables and different usb ports with the same results. Then only port mentioned in Device Manager is COM1.
The board also is not recognized on a laptop, the same lights displayed. There is no port entry in Device Manager on that machine.
Is the board faulty?
So you say you have checked in device manager? I am a newbie, and I had the same problem. Did you install the latest drivers? Just wondering.
You can't add drivers if the device is not known to the OS.
Oh lol yea sorry. I have the R2 though. But some ppl I know have the R3 and it worked fine for them even with Windows 7. I know you tried every USB port, so that isn't the problem. The board might be faulty, but I am not sure. Do you have access to any other computers? If so, try it on every single computer you can find. If it still doesn't work, then the board has a possibility of being faulty. Try private messaging some other people on the forum. They might know it. Maybe ask dc42.

I had the same problem just some days ago, when trying installing my first Arduino Uno r3 under Win 7 64 bit.
In my case, the problem was that, following some tutorials, I was searching under Device Manager-> "Ports", while actually the PC racognized the new board under "Other devices". Once found in the list, I installed the drivers and all worked correctly.

Actually I do have an R3. I took your experience and clicked right on other devices, which I had tried before, this time after a cold boot. It enabled me to supply the folder which contained the driver. Low, and behold, it worked and my device then worked on my first test by changing the blink time from 1second to 10.
