The first thing you need is a method of reading brain waves, usually by attaching electrodes to the head. Then you need a method of amplifying them. Then you need a very powerful computer to read the amplified signals, analyse them and act on them.
An Arduino is not the ideal solution if that is what you have in mind (pun intended)
