bread board selection for bike roller racing

Im looking to create something like this, http://wiki.opensprints.org/index.php?title=Main_Page, but I can`t afford the prices they're quoting for pre-assembled or compiled parts. Im wondering if I can use a blank breadboard instead of a integrated circuit board, I don't plan on making LED function that they have set up. Does anyone have any ideas on how I could make this work? I'm thinking of simplifying and using one micro controller connected only to the hall effect sensors.
