breadboard Arduino at 3v and 16Mhz?

Hi, i'm working on a small embedded GPS system, I've already got a low power gps picked out. I know that I would either need a logic converter or use the 3.3v arduino pros to interface to the gps, my question is can i run a breadboard chip with a 16mhz crystal at 3.3v or do they have to be at 5v. I want to use the soft serial library and i'm worried that at 8mhz the serial interface won't work

According to the data sheet you can’t 16MHz is outside the range for 3v3.

It might probably work but could be unreliable.
