I am working on a random project for the arduino and I have got a breadboard flashing with L.E.D's. (See image at bottom) I would like to know if I can set them off 1 after the other (Red turn on, then Red turn off and Green turn on and so on) is this possible?

Anytime you have a broad question like this, a good place to start is with a google search. I usually start with the word Arduino and then what I'm interested in. In your case, I tried: Arduino flash LEDs in sequence and got over 175,000 hits. Surely one of those would help.
You can, but you will have to re-wire your breadboard. It looks like you currently have all fours LED/resistor pairs wired to the same pin. To control them separately you will need to wire each to a separate digital output pin. Make sure the negative side of the LED (Cathode) points toward GROUND and the positive side (Anode) points toward the digital output pin. The resistor can go on either side of the LED.
