Wondering if anyone can advise if Arduino would be to control 75 to 100 Newton-meter torque motors or would I need something more powerful? They will be operating under water and use 12V baterries.

100Nm? I', guessing that can't be a motor, it must be a motor + gearbox? A 100Nm motor
would be physically pretty large.
Please provide full information on the "motor".
But answering the question - you can control anything if you have the right driver circuit...
The limitations of the Arduino might show up if having to control a high speed servo motor
with high quality optical encoders...
