Buck-Boost troubles: 5v output becomes 20v+ if input drops below 3.5v

I ended up ordering a few Wirewound Cement Resistors in 1, 5 and 33ohms. They are rated at 10W, so I thought they'd be useful for doing this kind of testing in the future.
