Confirm with a multimeter you are using the correct pins on the Reset switch?

Confirm your 22pF capacitors go to each leg of the crystal?

Presumably it's not working as intended. What did you intend it to do? What does it actually do?
The two caps on each side of the crystal, you only have 1 correctly seated.
