can any one help me ? i wanna make football player substitution board using arduino uno 4x4 keypad ?

Start with Keypad.h library to read key presses.

Add 4 TPIC6C595 or TPIC6B595 shift registers so you can display Red and Green digits from 12V source. Make digit segments from LED strips, 3, 6, or 9 LEDs per segment depending on how big you want them.
Use 2 strips in parallel if you want them to look wider.
