I just wanted to know whether ENC28J60 module requires an active internet connection to transmit/receive data to a tab or mobile.
Or can it be used in a way that SHARE IT(a mobile application) works? i.e through direct wifi protocol?

ENC28J60 is an ethernet-only board, so will need a cable connected- no wifi.
Perhaps you mean ESP8266? That might work- search for"esp8266 ad-hoc"
or "esp8266 mesh"
