Could I have factory made Arduino Duemilanove power a second "breadboard assembled" arduino, from the original's 5v line? would that work assuming that just the minimal componants needed to function were attached to the second "breadboarded" arduino ?

Yes it would work, if you can keep total +5vdc current drawn at under say 400ma or so. The limit is the USB 500ma max current or using arduino external power maybe a little more then that.
