hi,
i am a amateur photographer and i often find my self on long trips in third world countries were there is no way to upload my photos to the internet and i quickly run out of SD card space.

can i use the Arduino to transfer files from the SD card to an External Hard-Drive without using a computer ?

Sure, if the external hard drive is a USB device. All that you need to do is add a USB Host shield to the Arduino, and write a device driver.

A handful of spare cards is cheaper.

Given the large capacity and small physical size of an SD card, I'd have thought that simply taking more SD cards with you would be the most sensible option. Even if you fill up an SD card per day and stay away for months, this is probably going to end up smaller and lighter than any HD-based solution you could devise by the time you consider the disk itself, and the controller, card reader, power supply, cables ...
