Can RBBB do the same as an Arduino?

Hi there Everyone! I am very beginner but also a very excited about the world of Arduino. Therefore I might ask a stupid thing...if so, sorry for that, but I would really like to know the answer.

I would like to know wether an RBBB (really bare bones board; such as this: Really Bare Bones Board Arduino Clone | Hackaday, or this: http://shop.moderndevice.com/products/rbbb-kit can do the same thing as an arduino?

I mean I know that it does not have usb and on/off led and 13th pin led and such... but I am curious if I say I write a sketch for a 2wd robot (and of course I make a pcb for the H bridges) could this RBBB do the same thing as an Arduino board?
My answer would be yes... but I am not sure about it....

Thank you for your reply in advance!

Yes, the RBBB can do everything that an Arduino UNO can do.

You will need an FTDI cable (about $20) to program the ATmega328P in the RBBB board or you can put the ATmega328P into an Arduino UNO board for programming via USB.

or just a USB UART with DTR pin header like this $3 CP2102 which works very nicely with my Boarduino

Keep in mind that "shields" will not be mechanically compatible.

Yeah, but that needs jumper wires to connect things up.
