this means your PC has trouble finding and discussing with your arduino on COM4
right port selected? good USB cable? really an UNO on the other side?
no device on this port, select proper port
i already install the ch340 driver and use a new cable. but the error still occured
the UNO does not need a CH340
when you plug in your Arduino, does it show up in the ports ? does window tell you something got connected ? same when you unplug ?

and if you remove the Arduino, the port disappear ? (I use a Mac so not sure about the behaviour on windows)

may be a boot loader issue on your board... if you have an extra board, may be consider reinstalling the boot loader
Have you got anything connected to pins 0 and 1 ?
