Can the Arduino analog pins be used to measure AC voltage between 0 and 5V?

I was wondering if this was possible because aside from measuring the voltage, I wanted to measure the frequency as well.

If you mean that the whole peak to peak waveform will be contained in the 0 to 5V range, or that you can use op-amps to make it so, and you provide any necessary isolation and limiting to ensure no voltage beyond 0 to 5V can be applied to the Arduino input, then yes.
