i would like to have it out side (with a case on it) to run things on its own so is there a battery that is a solar panel, or a wind turbine

Possibly. It depends on how much power your arduino will consume. Only actually experimenting with the solar panel power bank will tell.

The Arduino takes power from the bank, not directly from the solar panel. All you need to care about is how much arduino consumes. You have to do some tests to find out yourself. This depends on what you have on an arduino. Without anything, an UNO consumes about 80mA at 5V, IIRC.
