It seems to be a shield that offers some CAN bus.
Google tells about some German company that sells it for 15 euros.
And there is a github repository for it.
It has nothing to do with Arduino itself, or with this forum, so this thread is in the wrong place.
Sending stuff to Russia might be troublesome these days.
