Thanks for the help. I am not really sure what the problem was. But I changed the file location from Program Files (x86) to Program Files and it installed no problem.
I solved it. Actually when you want to upgrade, the C:\Program File (x86)....\java\awt.dll will already be existing. Worst, if some program is using it in background.
Solution is simple. Shutdown Windows. Restart it. First thing to do is go to the c:\program files (x86)... and delete arudino\java folder. That's it.
Now run the new set up. It should be ok now and will give no error.
