Cannot upload programs

Hey guys, i have a laptop with windows 7. i am a beginner to arduino. i downloaded the arduino 1.0.3 software and extracted it. i have a arduino uno r3. i also installed the driver. then on the right bottom it showed ' arduino uno r3 (COM 19) . so i opened the arduino and selected the port as 19 and opened the blink example and tried to upload the program , but nothing happened, a error message =
' avrdude: stk500_getsync(): not in sync: resp=0x30' appeared.
Then i deleted everything and again extracted the zip file i had even uninstalled the driver and again installed it but this time i used another usb port, but this time also after installing it showed
arduino uno r3 (COM 19). i got very confused,please guyz can anybody post the solution for this problem ,PLEASE PLEASE PLEASE PLEASE!!!!!!!!!!!!!!! HELP MEEEEEE!!!!!!!!!!!!!!!!!!

When you attach it via the USB cable, are you hearing the 'connected' sound?

Open up CONTROL PANEL on Windows, and then look at SYSTEM -> Device Manager -> PORTS. There should be a + next to PORTS, click on it. It should say ARDUINO R3 (Com3). If it doesn't, your device driver isn't loaded properly.

If the connected sound, "sound" sounds weak, try another USB cable. There have been a flurry of junk cables that have been the source of numerous 'goofy' problems between the UNO's and Windows 7 (especially on laptops).
