Can't Install Arduino Create Agent

I download the latest at the time which was 1.2.2 .
ArduinoCreateAgent-1.2.2-osx-amd64-installer-safari.dmg
The error is - the installer doesn't install. It does nothing except warn that the download is from the internet, click OPEN and nothing happens, when it should take me through the install process.

MacOS 10.13.6, Safari 13.1.2, Arduino ADE 1.8.6. Was working fine with UNO and Arduino Create agent 1.1. Bought a UNO Wifi Rev 2 and the IOT cloud page says Arduino Create agent not found.
